Are You Permanently Disabled? Here's How To Have Your BC Student Loan Forgiven.

THE JULY 31 DEADLINE HAS NOW PASSED.
                    -----------------------------------------------------------------------------------------------------------------------

Despite confused StudentAid BC call centre clerks and media coverage, you can still apply for one of the BC Student Loan aid programs that were recently cut without notice.

It may have sounded as if all of these programs are finished, so there is no point in applying.

The confusion is about the Permanent Disability Benefits Program (PDP). Government officials are still confirming with Debt 101 that this program is not over yet.

The PDP program does not end until after July 31.

Debt 101 has learned that the PDP program was first scheduled to end July 31, then recently cancelled (along with a group of other BC student aid programs) and - finally - reinstated so it could keep to its original deadline. That gives you one last chance to get help.

Paid in Full:

As stated on the BC Service Loan Bureau website, "If you are a student or former student who becomes permanently disabled during the lifetime of your BC Student Loan or if you were considered permanently disabled prior to applying for a BC Student Loan, you may apply to have your BC Student Loan paid in full."

If you fit this description and can demonstrate economic hardship, you may qualify for BC's Permanent Disabilities Benefits Program (PDP). If so, the BC government will forgive your BC Student Loan debt.

This is a special program because it not only forgives the loan, it assists eligible people whose BC student loans are no longer in good standing. BC has nothing as generous in store as this PDP loan forgiveness program. So until it's gone, Debt 101 wants you to know about this one last chance!

Applying for PDP is a surprisingly simple process. Help is available even if your loan has defaulted. If you are burdened by your BC student loan, why not go for it?

The Application Form is Easy to Fill Out:

Reading the PDP Application Form click here  you are told to provide just one of these letters to support your application:

A letter from the Canada Pension Plan stating that you receive CPP disability benefits OR
a letter from BC's Ministry of Employment and Income Assistance stating that you are designated as either a Person with Disabilities or a Person with Persistant Multiple Barriers.

The letters must be original and dated within the past 12 months.

Give yourself time to get that letter. Have someone pick it up if you can!

What if you do not have time left to get your government letter?

In that case, fax your application by the deadline without the letter and include a note to say the original of that letter will be sent in.

FAX numbers are listed below.

                                               JULY 30 UPDATE

OFFICIALS SAY THEY WILL ACCEPT LAST-MINUTE APPLICATIONS FAXED ON JULY 31 EVEN WITHOUT THE GOVERNMENT LETTER -- IF THAT LETTER COMES LATER.

BUT YOU MUST FILL OUT THE FORM WITH AT LEAST YOUR:

NAME

ADDRESS

PHONE NUMBER

DATE OF BIRTH

SOCIAL INSURANCE NUMBER

SIGNATURE!

DATE OF APPLICATION

Officials say the above should be accepted due to the earlier confusion.

YOU DO NOT NEED TO KNOW THE DETAILS OF YOUR BC LOAN TO APPLY!

If you cannot access the application form, you may send a LETTER requesting the permanent disability benefit assistance and containing the information above. This must be followed up with an original government letter (as noted above). The government letter can come AFTER July 31 as long as your application or letter has arrived with the information above on July 31 (or before).

More Info:

To check for any additional information beyond what is on this page and on the Application Form, you can read Pages 178-179 of the StudentAid BC's 2009-2010 Policy Manual.

You can also read Pages 46-47 of the BC-Canada Permanent Disabilities Program Guide. Be sure to only read the BC section.

Both of these official manuals are in Debt 101's REAL Rules section.

If time is short: Just follow the instructions on the Application Form and Tips below.

-----------------------------------------------------------------------------------------------------------------------

Application Tips:

Have someone else go through the form (a "second pair of eyes") to be sure you completed everything accurately!

Try to apply before July 31, rather than on the last day. This will give you time to be sure it was received in good order.

Don't mail your application without faxing it as well.

If you cannot hand-deliver or courier your application, then fax to make the deadline. But you must follow up with original documents.

The documents are really just your application and your letter of proof (as described on your 2-page application form). The government will NOT accept your application without originals.

However, Ministry officials have told Debt 101 that they will wait for your originals to follow IF your faxed and correctly-completed application is time-stamped July 31,2009.

If you have time, you could hand-deliver or courier your application. Use the Courier Address listed at the bottom of page 2 of your Application Form

For further protection, fax to one of the direct fax numbers listed below. State in your fax that the original form and documentation letter will follow up this faxed application.

If you use a Courier, get confirmation with a signed and dated receipt.

Earlier, Debt 101 advised that you have Enquiry BC connect you to the Advanced Education Ministry (the Minister's office) to straighten out confusion if StudentAid BC call centre staff told you not to apply - even though you have not passed the July 31 deadline.

Our advice has changed. Your application deadline is too near to waste your time untangling things with StudentAid BC call centre staff.  Just use the direct numbers listed above.
